are staked out at a massachusetts hospital... s waiting to this is kpix 5 news. ques ct investigators are staking out in a massachusetts hospital still waiting to question the surviving suspect in the boston marathon bombing. on the program this morning, the latest on his condition and the possibility that he may have attempted suicide. and the heat is on this sunday in the bay area, temperatures warming into the mid-80s inland. we'll have the forecast in a minute. also ahead, why extra law enforcement in the city of oakland is coming to an end. it is 7:30 on sunday, april 21 april 21st. thanks for joining us. i'm anne makovec. >> and i'm phil matier. we have a lot of news to talk about in the first hour. and first up boston, how prepared is fran and the bay area. we have a lot of events, what are we going to do about it.

>> and i spoke with fema about that yesterday, they say the bay area is one of the most prepared areas in the world, still not enough depending on the level of the tragedy. we are also going to be talking about immigration and its effects potentially on the silicon valley. a new bill in congress. what's high-tech at stake when it comes to visas and such. what's it mean to the local job market. meanwhile in boston we have a high level interrogation team. >> trying to talk to the one man alive behind the boston marathons. >> as susan mcginnis tells us that suspect is too seriously injured to speak. >> reporter: law enforcement officers remain staked out this morning at the boston hospital dzhokhar tsarnaev is being held under heavy guard waiting to charge him. his injuries are serious, including a bullet wound to his neck that investigators say may have been self-inflicted. >> they say it appears from the wound that he might have stuck a gun in his mouth and fired.

>> reporter: that could have happened when police found him hiding in a boat in watertown friday night. investigators released infrared video that shows him inside. >> i think all of the law enforcement professionals are hoping for a host of reasons that the suspect survived because we have a million questions. >> reporter: they include determining if johar and his brother tamerlan tsarnaev who was killed friday in a shoot out with police were so called lone wolves or had connections to a terrorist organization. the new york times reports tamerlan tsarnaev's application for u.s. citizenship was under review because a background check showed he was interviewed by the fbi in 2011 for possible ties to chechen terrorists. he was cleared but his uncle says tamerlan tsarnaev had been radicalized in recent years. >> seeing no purpose in life but a pursue path of god.

>> this memorial near the finish line of marathon keeps growing. people are leaving, flowers balloons and cards to remember the three victims killed here almost a week ago. this morning in london, tens of thousands of runners in the london marathon held a moment of silence and wore black ribbons in honor of the victims. officials increased the number of police on site by 40%. susan mcginnis, cbs news, boston. police say before a shoot out with the suspects on friday, the brothers used the atm card of a man they carjacked. they had a pressure cooker those used in the bombs that they threw out of the car along with ammunition and two hand grenades. several vigils were held for the victims of the four day siege. this one last night in wilmington was for mit officer shawn collier. he was shot to death allegedly by one of the bombers. there were similar gathers in downtown boston and watertown

the center of the search and shoot out. the motive may never matter to those who are grieving the loss of loved ones right now. little yan campbell's granddaughter krystle was killed by bombs. she had lived in boston taking care her grandmother. the grandmother says the nightmare will never be over. >> a grandmother is not supposed to bury their young children. >> her family says she worked long hours as a restaurant manager and the 29-year-old often went to watch runners cross the finish line and was standing with a friend when the blast went off. professional sporting events are back on track in the boston area. >> ♪ ♪ moment of silence in a dark "t-d garden." the game was fans at last night bruins game sang the national anthem and

probe with deval patrick, and edward davis. that's on cbs5 at 8:30 this morning after the newscast. to texas where hundreds of weary people who were evacuated because of the dead deadly fertilizer explosion, a line of cars inched their way to the blast radius yesterday after investigators determined there were no chemical leaks or airborne hazards in areas damaged by the explosion. that blast in the town of west left 14 dead. more than 200 injured. and about 80 homes were damaged. most didn't know what they would find. i was glad my house wasn't, you know, destroyed. i feel sorry for the people who lost everything. i mean, my hearts go out to the people who lost everything. authorities are now enforcing a 7:00 p.m. to 7:00 a.m. curfew. investigators say they still need to pin down the explosions origin and cause. closer to home, a big loss. >> that's right.

a big loss for oakland's crime fighting efforts. alameda county is ending the police partnership with the city. 11 teams of alameda sheriff's deputies have been working two days a week, mostly weekends averaging 15 arrests a shift over the last three months. a recent shooting that wounded an alameda county sheriff's deputy, near the fruitville b.a.r.t. station may be a reason for the change. the extra cross of policing in high crime areas. >> i had deputy injured. he's going to be off a significant amount of time: several l cars have been are involved in collisions, those go down. there's a cost value there. all those things add up and add up to more than what oakland paid for us to be there. >> still oakland city council members believe they'll be able to salvage the much needed deal. bay a area lawmakers are reeling from the efforts to get tougher gun control laws in

congress. democratic congress members at palo alto and mike thompson promised not to back down. thompson says it's going to be a tough battle with strong opinions on all sides. >> we've met with people who believe like the one member that there shouldn't be any guns and we've met with the nla leadership. and everybody in between. >> compromise legislation that would have required background checks for people buying weapons at gun shows and online, failed to get enough votes in the senate last week. starting tomorrow, retail stores in much of san mateo county will no longer be able to give the sing the use plastic shopping bags to their customers. among the towns is daly city where yesterday people picked up plastic bags and other forms of litter as part of earth day. the bag ordinance set the trend by san jose, san francisco and several other cities to encourage customers to bring their own reusable bags and

that bag ordinance begins tomorrow in most san mateo county cities and unincourted areas. >> in -- unincorporated areas. >> and just east of los angeles a brush fire, authorities have lifted evacuation orders of 200 homes that have been forced to flee. officials say the fire was sparked by equipment use of a gardener working in a backyard. the flames quickly spread to hillsides behind the home, scorching 175 ache aers. the fire is -- acres. the fire is 50% contained. wildfire season upon us begin, concerning after a dry winter. let's hear a little bit more about that from brian later. that's right. and what better place than the capitol of silicon valley for a tech challenge. and why some of the regions brightest youngsters are gathering in downtown san jose. and a different spin on ongoing efforts to reform the nation's immigration policies. find out why silicon valley

there, temperatures are 7 degrees cooler at this hour than they were yelled morning in parts of the bay area. we expect a pretty rapid warm up. 49 degrees at concord, oakland at 50. san jose 49 degrees and out the door, looking at mostly sunny skies today. 90 minutes, a number near 60 degrees right around the bay, and the satellite and radar showing us that we have all of the high clouds moving up in the pacific northwest and the queen charlotte up there in british columbia. for us, we're looking at clear skies and there's not a drop of rain in site, so i don't know what that means for may flowers. we will today warm to the mid- 80s inland, not a bad beach day with temperatures along the shoreline in some places in the 70s. 72 at half-moon bay. 84 degrees at redwood city. 85 a degrees on university avenue in palo alto. morgan hill cooking at 87 degrees. 85 for fremont and 82 degrees

at union city. brent wood 90 degrees today. livermore, pleasanton and dublin in the mid-80s. in the north bay, 80s will do it as well. cool spot at 68 and stinson beach, 73 degrees. here in the city, 69 degrees today. low clouds returning to the shoreline later in the week and that will cool down the coast. in the meantime, we're toast. temperatures in the mid-80s inland and it's going to be staying that way for the next couple of days. we will get a significant cooling trend coming into the bay area wednesday, thursday and friday, we'll back down big time in the low 70s. meantime, sunshine and plenty of it. let's get the latest. >> thank you brain. the overall of the nation's immigration law is working its way through congress and includes provisions by tech companies in california are. here to talk about the

potential impact at silicon valley is matt o'brien report arer with the bay area -- reporter with the bay area news group. what i'm interested in silicon valley's sudden interest in immigration. this seems to be new. that's triggering it and what's behind it. >> it's not new. the legacy companies have always had an influence over immigration law, but what you're seeing right now is a newer generation of people like marc zuckerberg who are starting to flex their muscle and what they want is more opportunity to hire workers from abroad, either temporarily or to have them come here at permanent residents and they feel that there's a shortage and there's a real high demand for people with science backgrounds and engineering and mathematical backgrounds. >> that has been the talking point and the selling point that we're hearing a lot of lately, because before immigration was about

gardeners, it was about people coming from in south america, asia, the lower income people, and that's where the debate seemed to be around. now this has come in. my e question is, is there a critical need for the workers or are we undercutting the american job market of kids coming out of college. which one is it. >> i think it you look at both sides, there's probably, it's probably somewhere in between. i've talked to recruiters in silicon valley who say there's a need for workers that isn't being met by local graduates, and i also talk to recruiters that say there are companies that are using it to get lower paid workers because the restrictions are on wages -- restrictions on wages are very limited and so i think it's a combination of the two. >> so what do the googles and the facebooks stand to gain by

the higher tech visas that they're looking to expand, by quite a significant margin, they're talking about going from 65,000 of these visas to 110,000 a year. >> yeah, and it would have the opportunity to expand after that based on economic demand. so, i mean, i think ideally for silicon valley, from their point of view, they want unlimited opportunity to have visas. right now, they had asked for double or triple, i mean, they asked for actually qua group l l or triple, they -- quadruple, they got double. it's a compromise. it's for the h1 visa. there are things in the senate bill that would expand opportunities for people to stay here permanently if they have certain skills and science backgrounds and work in high demand fields. >> if they get it, would this

greatly grow silicon valley, would we see an expansion. do you think this would lead to more companies and more jobs for the bay area. >> there's a study that about half of silicon valley tech companies were founded by immigrants. it's actually decreased to about 44% in recent years, and the companies and immigrants say that's partly because of the restrictions and the backlog that they faces. so, i mean, there definitely is a history, a recent history of immigrants making a big difference in in innovation, whether more visas would lead to more innovation is hard to say, but generally, hoping for an open system where people are able to come. >> they would like no controls if they had their way. >> yeah,. >> that would be interesting.

ent has been c . things turned so ugly at a marijuana festival in colorado, the rest of the weekend event has been canceled. an estimated 80,000 people were on hand in denver yesterday when gunfire broke out. two humans and a dog were injured and the panicked crowd scattered. the gunman got away. an annual marijuana event in downtown san jose is proving to be much more peaceful.

at the mchenry convention center. booths displaying a variety of pot related products from paraphernalia, clothing and household products. last week's attack in boston has a lot of other cities with security including our own. >> we have a lot of events here, 100 big events in the season for those just kicking in, and that's why we went down to cafe roma and sat down with willie brown and what is the game plan in boston. >> we believed it was a question of when, not if. i think what this does is brings the public right back to the day after 9/11. all weekend long there have been longer lines at the giants game, no garbage cans in the front. people getting phone calls to come early. we saw what happened at the anniversary of the earthquake. i think the public is going to

be more patient and realize it can happen again. >> what does fan do for this. it is an event city. this city is all about crowds and festivals and big gatherings. >> keep in mind, we have experience, not of a similar nature exactly of what occurred in boston, but we have had experience with crowds and crowd control and people getting out of order on the conduct side. >> reporter: but what kind f strain does this put on your department, every time you have an event, you have to put in a dimension of a copy cat or sect or third, you know, going on, one way or the other, that has to put a strain on you guys. >> absolutely, but, we train for the secondary device. we prepare that there might be a secondary device like there was in boston. that's our worst nightmare. we train for the splinter group that's embedded in the lawful assembly, and it gets down to people and i already told the board of supervisors at budget

hearing there's going to be more overtime because we are down 300 cops. >> reporter: down 300 cops but in san francisco, the show must go on. tourism is the life blood of the city and the events are the life blood of the city. >> and you don't have any trouble at all i suspect getting surrounding areas to assist if you put out the word. >> we have more cops than most of the other areas combined. we have plenty of officers and now we have a rejuvenated aware public where let's say we do beta breakers, a thousand people, that's a hundred thousand people watching, listening, telling, we want people to see something, say something, and you know, we want to demonstrate to the world that everything's normal. we go on. san francisco's all about tourism events and it's great place to come. >> to see something, say something, when it comes to technology, because people are

able to capture video by their cell phones and on the other hand they're distracted by their cell phones and there was a drill that trains volunteers to step in in b an emergency, and boy, the feds are saying that is really going to come in handy, even though the bay area is one of the most prepared areas in the world when it comes to disasters. in fact, we have this thing called operation shield, operation shield, and that is how agencies from all around the bay area can communicate with one another in case of a large scale disaster. we have people coming from israel to come here and train on that. >> it's going to be, we do, because we do a lot of large events here in san francisco, and they're going to have to keep working on it and try to get it prevention and safe. it's one thing to respond and the other thing is trying to prevent. meanwhile, we have seen a lot of islands in the past week, and can pop up anywhere. >> even at a little league baseball game in the bay area. coming up, how parents react to gunfire at a game.

heartland. volunteers are working to ward off fast rising flood waters. started at least 6 midwestern states following heavy downpours that dumped occupy to 7 inches in some -- up to 7 inches in some locations. they have forced hundreds of evacuations and swamped farmlands along the upper mississippi river. brian is here with the forecast that is no close to what they're -- nowhere close to what they're seeing in the midwest. we have most of ours in the winter. >> and we didn't get much. >> and we didn't get much this winter. we had flood warnings on the russian river and apple river and man is it going up in steam this weekend as we look at mostly clear skies. if you're looking to head out, the cherry blossom festival happening in san francisco, a nice a sunny mild day for them. if you want to come into the city, it's a beautiful day to do t. numbers in the 50s.
